Erin has taken over this week's email and I promise James will be back next week!  Last week was a whirlwind trip to Houston for the PHMSA data meeting.  It was great to see so many friends and colleagues, and to hear first hand the good, the bad, and ideas for improvements in data collection and use from all in attendance.

 

This is a long one because there is SO much going on right now, so bear with us!

PHMSA PIPELINE DATA PUBLIC MEETING

DATA DRIVEN

#1 Theme in Meeting Kickoff

PHMSA held a public meeting last Thursday and Friday to discuss how pipeline data can be better used to improve safety. 

 

The term "data driven" was said at least a dozen times in the opening keynotes.  I was excited to hear this focus as it has been our mission with Evergreen:AIR™ from our launch in 2021 to make pipeline data and guidance easily SEARCH(ABLE) so you can FIND the information you need to MAKE DECISIONS that are:

  • Repeatable
  • Retrievable
  • Based on Current Information
  • Consistent with Agency Expectations; AND
  • Data Driven.

We will continue to add to and refine the data and information in Evergreen:AIR™ and are always open to requests and suggestions!

 

It was a packed house and two days of great discussions from many different viewpoints.

 

Discussion points included:

  • gaps in data collection,
  • opportunities to improve performance indicators, and
  • ideas for enhancements to PHMSA’s public data displays

PHMSA will use information collected during this meeting to inform improvements to integrity management performance measures, streamline data collection and reporting, and development of key performance indicators for pipeline safety management systems (PSMS).

PIPES ACT REAUTHORIZATION

Last Wednesday the Transportation & Infrastructure Committee held a hearing to consider Promoting Innovation in Pipeline Efficiency and Safety (PIPES) Act of 2025 (H.R. 5301) and it now has been introduced into the United States House of Representatives.

T&I Committee Hearing 9-17-2025

 

Highlights Include:

  • Studies: Many studies are proposed, including composite materials, geohazards, integrity management, hydrogen, and emergency alert systems for incidents.

  • Stakeholder Engagement: Require engagement with State pipeline safety programs and other stakeholders in the predrafting stages of rulemaking.

  • Hydrogen and CO2: Woven throughout and subjects of high interest in pipeline industry on both sides of the fence.

We'll keep tabs on progress through the authorization process and provide updates in Evergreen:AIR™!

GPAC/LPAC NOMINATIONS DUE 10/2/25

The Gas Pipeline Advisory Committee (GPAC) and the Liquid Pipeline Advisory Committee (LPAC) are statutorily mandated advisory committees that play a vital role in ensuring the effectiveness and credibility of federal pipeline safety regulations.

 

Recently the members were all removed from the rosters of both committees, and the below linked Federal Register notice requests nominations for all committee positions.  Similar actions have been taken on statutorily mandated advisory committees across Federal agencies.

 

The GPAC/LPAC committees consist of 15 members each with membership evenly divided among federal and state governments, the regulated industry, and the general public.

 

The committees advise PHMSA on the technical feasibility, reasonableness, cost-effectiveness, and practicability of each proposed gas pipeline safety standard.

 

The Requests for Nominations: Pipeline Safety; Gas and Liquid Pipeline Advisory Committees has the full text of the request, and nomination letters are included in the Comments.

 

These committees are a vital part of the PHMSA rulemaking process, so please consider nominating yourself or others you think would provide value before October 2, 2025!
